At the beginning, Julio Cesar Estupiñan Rodriguez, Governor, sent a message of recognition on behalf of the Provincial Government Council to Dr.C Roberto Rodriguez Labrada, who was selected as a Young Affiliated Member of the World Academy of Sciences, and who developed most of his career at the Center for Research and Rehabilitation of Hereditary Ataxias (CIRAH) in the province of Holguin, where he carried out several studies related to the effects of this medical condition.
Currently, Dr. Roberto works at the Cuban Neurosciences Center and holds the Carlos J. Finlay Order, the top award granted by the Council of State in the field of scientific research.
"One does not work in search of recognition, but when it comes from the heart of the people and the organizations they will always be welcomed. To be selected as a member of the Third World Academy of Sciences, a global, world-class academy, was very gratifying, so it is a continuation of Cuba's presence in a very competitive science guild, of which many Cuban researchers were part of.
"It is a challenge, because it means the presence of our country and taking the work of young Cuban scientists, who are part of the forefront in the whole scientific, innovative and technological process of our country.
I come to this place because of the results achieved by CIRAH, where I worked for 15 years under the leadership of Dr. Luis Velazquez at a small center, 800 kilometers away from Havana.
"And today, the fact that Cuba shows results in the confrontation to Covid-19 with four vaccine candidates shows an unusual result, which happens thanks to the attention historically devoted to science, promoted by the Commander in Chief Fidel Castro, and which has many young people behind it, even in the patient care.
"Right now we are leading a research project in which we are evaluating what the neurological and neuropsychiatric sequelae in our patients would be," the doctor concluded.
Then Estupiñan Rodriguez presented the agenda, which was approved by the presidents and vice presidents of the 14 Municipal Assemblies of People's Power (AMPP) of the province, along with the mayors of each territory.
To explain the preparations for the 2020 - 2021 sugar harvest, Reina Salermo Escalona, director of Azcuba in the province, discussed the main activities that are being carried out today to guarantee this harvest, among them the repair of trailers and trucks.
About the industry, the main element to fulfill the plan, the also deputy of the National Assembly of the People's Power of Cuba, explained that they are currently testing the equipment in the boiler areas, an element to which they devote their greatest concerns.
According to their assessments and the results of the start up tests, the power stations in Holguin should begin the grinding on the foreseen dates. On food production, she pointed out that Azcuba complies with its delivery plans for beef and milk.
On the other hand, Mariela Cruz Herrera, president of the AMPP of Cacocum, talked about the actions that the Council of the Municipal Administration (CAM) aretaking to fulfill its plan, since the approval of the Strategy of Attention to the Harvest.
"Sugarcane planting is going well, and in the next few days we will make the startup tests. We are working and we are counting on Baguanos sugar workers to finish the winter harvest according to the plan," said Eduardo Leyva Batista, president of the Assembly of that municipality.
"The best and greatest gift we can give our Party in its next congress is the completion of the harvest of our power plants next April 15. We must also deepen the work to recover sugarcane, besides creating a solid movement in the People's Councils where sugar industries exist," said Rigoberto Rivero Duran, coordinator for the Government's Agricultural Programs.
At the conclusion of the speeches, Estupiñan Rodriguez pointed out the discussion of the report on the fulfillment of the sector's plans in the last five years in each Council of the Municipal Administration for its analysis.
"We have to think differently, what we changed and how we promoted this task. He also tells us that despite the checks up, we have not managed to get every productive form to do its part. Therefore, they must make a report in each Municipal Assamble with deep discussions where none of the actors involved in the harvest would de missing," said the Governor.

Once the subject was analyzed, the agreements of previous meetings were checked and the orientations of the State, Party and Government were evaluated, as well as the evaluation and submission for approval of activities proposed by administrative entities, among these the delivery of an air conditioning unit to a child in the municipality of Banes for his or her pathological needs, the cost of which will be assumed by the State.
Proposals were also presented for the delivery of funds from the Provincial account for the Covid-19 to various projects linked to food production in the municipalities of Rafael Freyre, Baguanos, Calixto Garcia, Urbano Noris, Sagua de Tanamo and Cueto.
Then, the plan of activities was presented in salute to the 62nd anniversary of the Triumph of the Cuban Revolution, whose celebration includes a series of activities with a greater connotation in the neighborhood with the goal of commemorating the Triumph with joy, optimism and responsibility; trusting in the future and the improvement of the economic and social model we are building and paying perennial homage to Commander in Chief Fidel Castro Ruz on the 4th anniversary of his physical disappearance.
Once the presentation was over, it was time for Alberto Leyva Rojas, coordinator of the government's economic programs, to project the post-Covid-19 economic and social strategy for the province.
Among the main objectives of the Strategy are to achieve a growth in the economic indicators and exportable items, together with a greater economic development of Holguin. Also to increase the quality of life and level of the population, to achieve productive chains and the substitution of imports among all the actors that intervene in the economy and, to develop a more attractive tourist destination towards Holguin, nicknamed the Cuban City of the Parks.
For its conception, several professors of the University of Holguin worked in the Project, who meant during their participation that in spite of the dimension of the Strategy, each one of the measures respond to key areas of the economy that derive in more than 400 actions with priority in the production of food.
"It is to transform today the processes we have. Each area collects a part of the economy will allow us to transform it. Personally I feel satisfied, but that satisfaction will be completed when the municipalities make their strategies and the Provincial Strategy their own. It will be so when it really has the dimension it requires. We need to transform the country's economy, and we are on that path," argued Professor Yuri.
"Undoubtedly, people will be the fundamental element to fulfill the theoretical part. And we propose, before making it official, to work on the final details, together with its socialization with all the municipalities," said Estupiñán Rodríguez.
By December, the Provincial Government Council plans to present the Provincial Economic and Social Strategy until 2030, which includes the one designed to face the Covid and whose dissemination to the population of Holguin will be made from its presentation by the media.
Later on, Leyva Rojas provided information about the economic indicators and the perspectives for the closing of 2020, Strategy for the recovery, perspectives and projection of the Small Livestock Program.
