During the meeting was explained the circulation of the rabies virus in the province, that is why, active surveillance actions are carried out to monitor cariers.
In this regard, Dr. Yanelis Calviño Vega, head of the Provincial Health Management Post, called on the population to go to the health authorities if they noticed strange behavior in animals or pets, or in the case of attacks.
Based on the established surveillance, four outbreaks of animal rabies were found to be positive for the virus, distributed in four health areas in the municipalities of Mayari, Holguín and Calixto Garcia. Therefore, the population should take care of their pets and, if they get aware of the presence of mongooses, they should notify to the health authorities.
The rabies virus is transmitted mainly through rodents, dogs, cats and bats, from which it reaches humans to travel through the nervous system to the brain, where it produces encephalitis. Therefore, people who are victims of an animal attack should keep it under surveillance as much as possible, and go immediately to their health area to receive the required treatment.
It is important to note that immediate action considerably increases the chances of survival of a virus which, once symptoms begin, it is very difficult to preserve the lives of those infected.
Holguin, more than 70 days without Covid-19 cases
Regarding the behavior of Covid-19 in the province, the doctor informed that Holguín reached at day 70 without positive cases of the disease, and that only a suspect coming from Artemisa province is isolated in El Cocal villa.
Two people from Mayari and Holguin, respectively, who tested positive on rapid tests, are also expected to be admitted to the Fermin Valdes Dominguez hospital.
Both tests were carried out following an indication from the country to preserve health in prisons, for which it is established that 72 hours before visiting a centre in a conjugal or family capacity, they must undergo these tests. If they are positive, as was the case, they are given a PCR. If the opposite is true, they may attend the visit.
Regarding epidemiological surveillance, Dr. Calviño Vega pointed out that it is carried out in centers with large groups of people attending, as well as in communities where positive cases have been recorded. Finally, she reported that on Wednesday 118 tests were analyzed, all negative.
To put food on the table
On the subject of the resolutions approved to regulate prices, Yudith Ramirez Lauzao, advisor to the Government's Legal Department, explained that Resolution 302 empowers the Governor to approve the maximum prices in the province.
In this regard, she announced resolutions 109, 200 and 215 issued by the Provincial Government this year, which regulate the maximum retail prices for the most demanded products by the population.
In the case of Resolution 199, it regulates the prices of agricultural products such as vegetables, fruits and others, marketed by self-employed workers, supply and demand markets and other forms of non-State management, while Resolution 200 regulates the same concepts for agricultural cooperatives.
As a result of the concern of the non-state management about the price patterns between these and the agricultural cooperatives, the differentiation of different maximum retail prices between the two resulted, after analysis.
On the other hand, the 215 establishes the maximum retail prices of meat products for all forms of management, state or private. In this case, those approved last year will be maintained, as well as increasing some that did not appear in that edition.
Each Council of the Municipal Administration may decide, depending on the availability of products in their territories, on the prices below the established ones.
It is important to point out that these regulations do not set prices, but rather establish the maximums to be traded for each of the products indicated.
In order to comply with these actions, all parts must take part, from tax control agencies and entities and the population, to those who market or produce them.
The solution is obviously not to leave this issue to free will, but rather to reach a consensus between producers and marketers on a single objective: the social good.
Regulating and acting
Regarding the actions carried out by the Provincial Inspection and Supervision Directorate (DIS), Dionisia Milagro Portelles Duque, director of the organization, explained that since July 1rst its objective is to ensure compliance with the resolutions approved in the 14 municipalities of Holguin province.
This reflects that since then on, one of the biggest problems detected is the closing of the small famer’s stores.
But they are not crossing arms. For example, in Urbano Noris they punished the vendors who traded pork meat at 45 pesos instead of 23, as regulated.
Another example was the seizure in June of 4,893 pounds of agricultural products, 168 strings of garlic with 18,000 heads, with a value greater than 50,000 Cuban pesos.
In that same month, by decree 227, they applied about 994 fines for a total of 89,887 pesos, along with more than 4,000 fines for other concepts. During the year, there are already 25 thousand 763 contraventions with a total of more than 4 million pesos.
Before concluding her intervention, the provincial head of the DIS informed the telephone channels of her body to clarify doubts or report price violations by the numbers 24428997 in the case of the address and, 24425059 of the Office of Attention to the Population. In order to do things better, they have an operational guard corps ready to deal with anything wrong.
But the ultimate goal is not to apply countless fines, confiscate or make forced sales - and much less to propitiate that these measures lead to the closure of places and decommercialization of products. The goal is for each family from Holguin to purchase these products and bring them to their table.
