As on agreement checking, Governor Julio Cesar Estupian Rodriguez said: "That we should rigorously check on the compliance of agreements, and ''we must pay more attention to the meetings on unpaid bills to detect problems and thus avoid them hitting production."
He also said that "the municipalities that do not finish the cotracts for the right destination of agricultural products are doing wrong; and added that debts with artists is a lack of responsibility. In addition to this, he said that it is necessary to carry out the analysis in the Administrative Councils of each territory and to evaluate the finances in the four municipalities with problems today.
As on the issue of the 2nd Accountability Process proposals, several agencies and entities participated.
"On the proposals of Water Resources it was said that this month a responce is underway. As on the Housing Program we see that some municipalities do not make progress; therefore, they must work harder," added Estupiñán Rodríguez.
In terms of health, the governor said that Holguin is one of the eight Cuban provinces with an infant mortality rate below four.
Regarding the execution of the budget at the end of March, they are concerned about the 64 budgeted units that have demanded resources this month, and 63 in April.
Expenses have been reduced in all these units, except Public Health and Social Security. Hence the need of achieving a balance between income and the expenditure plan.
Health, for example, is 5% above its plan today. Therefore, all levels of revenue to be collected are welcome, and all the municipalities should review their reserves.
"Let's insist on this issue and pay all the attention needed. By July, all the provincial directors should have visited the 14 municipalities. Also, each agency should ensure efficient control. It's not to stop doing things, it's a matter of saving the budget with measures and the use of inventories. In the warehouses there are resources to be used," the Governor said.
In this regard, Deputy Governor Yunia Perez Hernandez said the budget is local, and the first thing to be analyzed in the Administrative Councils is the issue of income. And to identify all the reserves of the territories. "If each administration keeps this up to date, the situation will be different," she said.

Regarding the Process of Improvement in the Trade System, the need of merging units in some places was explained due to the sharing similar services, like the shops ans stores.
In some places the service is eliminated, and in others, the administrations are joined. To do this, it is essential to know the criteria of the district delegates and to analyze them in the Councils of Municipal Administrations.
The Governor indicated to take the issue to the meeting of the presidents of the Assemblies, ands said "It is clear that several units can be merged, but it is necessary to do it well, with everyones' help.
In this regard, Arelis Marrero Guerrero, a member of the Provincial Bureau of the Party, extoled the importance of continuing with this process, even within the current situation with Covid-19.
"It is essential to clean up the finances and then strengthen the accounting departments of the municipal trading companies, then, the other 5thiong to do is better implement payment systems. The province can better up the trade system," he concluded.
During the Council session, the agreements were approved remotely and through the videoconference system, a form used for the first time in a meeting of this body.
